I've got a decent spare CPU air cooler from a previous machine that would work fine on modern CPUs, it just needs a 95p adapter kit. But I can't find them anywhere except places that charge £30+ for delivery

What adapter is it specifically?
I could check if a German shop has it, shipping shouldn't be *that* expensive from here
(I just checked, postage for a small adapter from Germany to GB should be about €3.70, maybe even €1.70, depending on weight and size)

Ha, I'm using that kit with a Brocken2 (that I previously used on my old Haswell CPU) in my secondary PC (with Ryzen 2700X) :)
Do you only need the screws or also that plate (or bracket or however one may call it)?
The version with the plate is not available anywhere (https://geizhals.eu/alpenfoehn-brocken-montagekit-fuer-amd-am4-84000000147-a1624293.html), just the screws are available at one seller for 6.14EUR (https://geizhals.de/alpenfoehn-am4-am5-upgrade-kit-brocken-serie-84000000215-a3107642.html).
Do you have Brocken2 or Brocken3?
