How about a lack of consistency?
Want to assign permissions to a key vault? You need to use a bare GUID that is the Principal ID.
Want to assign a user assigned identity to a VM scale set, you need to use the fully qualified ID, like "/subscriptions/${subscriptionGuid}/resourceGroups/${rgName}/providers/Microsoft.ManagedIdentity/userAssignedIdentities/${id_name}"

First off, there are very specific length requirements for Key Vault names. Why are you limiting me to 24 characters? Windows machines are limited to 15 character names, where did this dumb 24 character limit come from?
"Vault name and Managed HSM pool name must be a 3-24 character string, containing only 0-9, a-z, A-Z, and not consecutive -."
