looking for expertise/knowledge of the NYS voter system

situation: a person registered to vote at an address they do not live and have never lived (as a form of harassment of the people who do live there).

how do you get that fixed? the actual occupants want the letters/harassment to stop. can the random person be de-registered from that address? if so, how?

i'm baffled as to how they were even allowed to register there in the first place. how is address verified for voting?
