producing heavy rain with water rescues ongoing and multiple roads
closed due to high water over them. Between 2 and 4 inches of rain
have fallen. Additional rainfall amounts of 1 to 2 inches are
possible in the warned area. Flash flooding is ongoing.

This is a FLASH FLOOD EMERGENCY for Cape Girardeau County. This is

Rescue efforts have been taking place throughout the night and continue this morning (Sunday, Oct. 20) both inside the city and in other areas in the county and surrounding communities. Water levels have receded in many parts of Roswell, but remain high in the downtown area and throughout town along the Spring River channel, which overflowed. Many motorists became stranded when their vehicles got stuck in flood waters on many streets. Some people had to await rescue on top of their vehicles that were covered by water. Some vehicles were swept by the water into the river channel. One fatality has been confirmed as a result of the flooding. Search-and-rescue efforts are still underway this morning. Agencies involved in the rescue operations include City of Roswell police and fire departments, Chaves County Sheriff's Office and county volunteer fire departments, state police and National Guard. Assistance has also been received from agencies from one or more other cities in this area. Flood waters have gone into many homes and other buildings.
